I agree that the error message returned by the driver is very unclear and fails to a user of the API provide enough information to determine the cause of the error in the code.   I finally got to the bottom of this.  It was because of the vRA IaaS server being unable to speak to the DTC resource on my SQL cluster due to these two components are in different domains.
