The top bar & Dock

I have a Macbook pro, 2015, with El Captain OS 10.11.2. -The bar from the top & dock used to be a must on my screen, but suddenly disappeared. Although I can get if I hover over them, I prefer to be able to see them as an accessory sets. How can I restore them? I tried the preferences system - Dock - but which does not offer a solution to keep the dock at all times on the show. Would be very grateful for help.

When the window is in full screen mode, the menu bar and the Dock will be hidden by default.

Docking station

System Preferences > Dock

Uncheck "hide and show the Dock automatically.

Menu bar

System Preferences > General > appearance

Uncheck the "Show menu bar and auto-hide."
