(Finder > Applications > utilities > AirPort Utility)... is displayed the image of the time Capsule?  If Yes, when you click on the image, a small window pops up with an edit box... or... an option for installation manual appears at the bottom of the window?

If you don't want to do it... and you have an Apple Store close to home... you can take the time Capsule to them and make them run tests on the Time Capsule.

  As you can imagine, 99 times out of 100, no problem you will find when you take the Capsule in the Apple Store because the drops intermittent are by far the most difficult problem to resolve.

  Windows parental control have no option to directly block access to the internet in a Windows user account, because the system needs to provide activity reports. To work around the problem, you can block all internet browsers available for this user account so that the child have no way to access the internet.   I'm going to assume that you plan to have wireless devices.

  Let's say that the Capsule is your "main" router  If this is the case, then it must be located in the House, so that the distance between the time Capsule is the same for the outside walls of the House.
