Toshiba 40kv700b problems turning on the TV.

Hi, hoping someone can help me, my TV toshiba ha always has worked, but suddenly it just began to take ages to turn on. When you press down on the touch screen booth you can hear the beep little but nothing happens at all. The little white light in the Middle just flashes. I tried to unplug, but nothing seems to work? I have to turn the power off button and then just continue to try to press the stand by touch screen I have until it works, but it takes about 15 minutes each time. Boring! Haha. If anyone can help is happy. See you soon.

    Sometimes, when I do a hot or cold boot, a window opens asking me if I want Toshiba Power Saving technology to turn ON the ODD.
    I click 'Yes', but the drive remains switched off.
    I also try to use function - same key controls... The STRANGE remains turned off.
    Here are the "best":
    As described in the former post office, inside the Windows power settings, there is a slot layout titled "TOSHIBA Power Saver Settings v8.9.9.64".
