TOSHIBA Power Saver software is turn off the optical disc drive, and I'm unable to re - turn on the power.

I have a Toshiba Qosmio x 775-3dv78 running Windows 7 Home Premium x 64.
Similar to another old post here, I have an intermittent problem where the Toshiba Power Saver software is off the ODD (a Matshita UJ240EF - BD - RE) and I am unable to turn on the power.  To put the ODD back on, it's a matter of restarting (sometimes several times) until the STRANGE somehow turns on.
Sometimes, when I do a hot or cold boot, a window opens asking me if I want Toshiba Power Saving technology to turn ON the ODD.
I click 'Yes', but the drive remains switched off.
I also try to use function - same key controls... The STRANGE remains turned off.
Here are the "best":
As described in the former post office, inside the Windows power settings, there is a slot layout titled "TOSHIBA Power Saver Settings v8.9.9.64".
In this context, normally there is ONLY a framework for 'cooling method.  BUT only when the ODD is disabled, a second parameter appears to "Optical Drive Power".
Change that on ONE for battery and plugged in fact NONE no difference... The STRANGE remains OFF!
Toshiba support is of no help.  Their answer to this problem is to run a 'Mr Fixit' which I discovered just unrecognized devices and then removes the upper and lower filters for the reader.  This "difficulty" might work from time to time... when it does, the ODD is somehow transformed into a 'removable' instead of one device ATA device.
But then in a few days, the STRANGE turns off again.
Something different maybe notable, I found after that I continued services and the related process, programs is that the version number on the Toshiba modules show "8.9.6" - not the "8.9.9.64" in the window Power Options.
And before you ask (LOL!) what's happening on a soft reinstallation of the operating system by the media of recovery Toshiba with all Windows 7 updates applied.
While I'm waiting for a possible response, I'll do the following:
Uninstall and reinstall all THE software Toshiba provided duty with the STRANGE (energy saving, combustion, players, etc.)
I will also shoot material part and make sure that the STRANGE is well inserted in the connector (IDE?) and that the connector is firmly attached to the motherboard.

    To be honest I'm not quite sure what happened but maybe it s m just a problem of windows registry.

    First of all I recommend you to remove the CD/DVD Device Manager drive.
    Then leave the appliance Manager and start recording (in RUN type regedit).

    There, you have to completely remove the Upperfilters and Lowerfilters from the following registry key values:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\ {4D36E965-E325-11CE-BFC1-08002BE10318}

    After restarting the device, wait for Windows to recognize the CD/DVD drive and retest the CD/DVD drive

    To be honest, the situation is strange to me, and I think that you spent too long with all this.

    In my opinion, you have to manage fast. The fist issue is: either defective or not ODD?
    The reasons why it doesn't work with a Toshiba DVD player is not relevant at all. You can test it with VLC media player to see how it works.

    So I recommend you to follow:
    You should not change your preinstalled operating system that you use for work or anything else. Try to get another HARD drive. Swap and install the OS by using recovery disc. Test the functionality of the WEIRD with the settings to be sure that the problem persists or not.

    In the end, if you are willing to trade the player s check Manual of use and you will be find the list of all compatible optical disc readers you can use with your model of laptop.

    You have tested optical drive in another computer?
    In any case, if the STRANGE is not recognized in the BIOS I'm afraid controller ODD m is defective. It comes to the motherboard so there is not some sort of easy solution.
    I don't think you can do much except to swap the motherboard.

    I think that this should be done because theoretically the problem might be related to the laptop s / s computer eSATA port.

    It s really complicated because the STRANGE is placed inside and remove it you must remove all the screws that fix the bottom cover.

    I wouldn't, because you will lose the warranty.
    More I doubt you could get the second HDD to work in ODD Bay.
    I think that this is not supported
    Just the laptop s as Portege M400, M700, M750, Tecra M9, S3 or S4 with a select Bay slim support would treat the 2nd HDD instead of ODD.

    On my Media Center PC, I am unable to use Wake on LAN unless "allow this computer to turn off the device to save power" is checked (in the tab power management of the adapter in the Device Manager).     The problem is, Wake On Lan doesn't work unless the computer has been asleep for a short period of time. If I try to activate the computer using WOL after about 10 minutes, he never wake.     I don't like it when, after a break from work on my PC, the screen turns off as set up through "Power Options" in the control panel. That's why I put the relatively high threshold.

    I found a way to turn off the screen in case you don't have a hardware switch or a keyboard shortcut as in my Dell Inspiron laptop (Windows 7).

    Create a batch with the following script file:

    with the idle time to turn off your screen set in the Control Panel, replace m1 and m2.

    Control Panel > Power Options > any 'Active' diet Plan > change Plan settings > disable the display setting (minutes).

    For example, in my computer laptop m1 = m2 = 30 and 10.

    Now create a shortcut to the batch file and optionally assign a keyboard shortcut and an icon.

    Explanation of the script:

    The first two commands sets the idle time Display Off for the minimum possible setting of 1 Minute for the AC and DC (battery) power.
