Totally frozen creative cloud - how to solve this problem?

I have Windows 10. I have CC, but he insisted for several days that it is "updated," progress to 0%. So I can't go to my programs list. applications, libraries, etc. I thought I might be able to uninstall CC and reinstall, but the system won't let me uninstall it (maybe because I actually use PS and ID a lot of the time). I don't see what I can do to get out of this dilemma. Where is the secret passage?

Couldn't Adobe we give an option on the question of whether updates are loaded automatically or not? We could then turn off the automatic option and have access to our programs, etc., even if Adobe thinks that we need a new update.
