Transfer old licenses to creative cloud
How can I assign former personnel purchased licenses on our creative cloud account?
You will need to discuss with Adobe Support directly to see if they can accommodate transfer of your licensed software in the same user account that you have for your creative cloud subscriptions. Some older products not are not supported any longer so that they are not willing to help.

If you had Photoshop working already on the machine, then it probably isn't a problem of activation.

You should not disable since you are allowed to have two active facilities. But if you don't want to have a backup available facility, and then to turn it off, just to open one of the applications and choose disable in the Help menu. That will disable the suite together.
To install on the new machine, simply install it yourself you did initially. If you downloaded it initially then you'd find a link for it to yoru online Adobe account. Otherwise, you will find a link to the next page:

If you still can not find a link then indicate what version of the suite you need and can probably provide a more direct link.

Assignment of a license of creative cloud to an end-user License Manager?
I waited to stick for 2 hours with service to the customer and have not yet find someone to pick up. I bought and received a license for creative cloud but cannot assign the license to the end user. We have hundreds of permit so I can't download it simply. There is no way to filter by license # or date of purchase from anywhere in the License Manager. Help, please! It is for the CEO of my company and is urgently needed.

You can have the creative cloud installed and signed in on two computers as long as you don't use it on one at a time. Download and install as you did on the first computer, sign in to your Adobe account on the Adobe using your Adobe ID website, download the desktop app from clouds, then download the software. Sign on a computer that should not be used: log in and log out of the desktop Adobe Creative Cloud application
