  Try to start safe mode and see if you can restore from there.  This was recommended to someone else with the same problem and same error message and it worked - so it can work for you (but no guarantees).

My computer went through the lengthy process of installing the software and my new iphone restore 7. At the end of the restoration, I got a different error message saying that it was impossible to complete the restore.

  When I went to another port for the USB, everything worked fine! Simple solution, that I should have tried first - duh! :-)

  My USB 3.0 4TB drive was originally on a port USB 3 (which was either missing or not recognized by my Bios) and when I changed my old disk ports USB 2, everything has worked well!
