It seems that you receive the message you want to software conflicts. I suggest you try to disable either the Avira antivirus and windows defender and then check if the problem resolves.
If you disable any security software for troubleshooting temporarily, so don't forget to activate after troubleshooting is completed that your computer will be at risk.

I saw the answers to this question if you have Internet Explorer 6 or 7 but NOT for the new verion, 8. I tried following the steps to fix for older versions of Solution Explorer, but it did not work and I still get the same message error "this operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. "I AM the administrator, even if my son also share the computer. This error message just started a few weeks ago, and today I go to Internet Explorer 8. · If you use microsoft security essentials avg avira mcafee norton etc they disable the vista version of windows defender by default
the basics of Microsoft security has its own version of windows defender
and other anti-virus programs use their own particular type of application to scan for spyware and malware
