  There may be a program to interfere with Parental controls so that we can try a few things to see if we can determine the application or program that is causing problems.

  First of all, we run System File Checker to see if you have a corrupt file system.

  a. you are able to view the Dell logo, when the system is turned on?

  b. What do you mean when you say, "windows went into a mini discharge to protect the system?"

  c. you are able to boot, sometimes, when you refer to "timer on the Start button? What Timer are you referring?

  d. do you have the Windows 7 installation disc?

  e. What is the final on-screen display when you turn on the system and let idle?

  If you are not yet able to see the logo of the manufacturer Dell during system startup, you may need to communicate with the hardware Dell supports for the diagnostic system hardware.

  If, however, you are able to see the nut of Dell logo not able to reach the login screen, I would suggest trying the following methods and check if the problem persists.

  I suggest you follow these steps to create a shortcut on the desktop, as well as to pin the same shortcut to the taskbar.

  1. from the desktop
  2. right click on an open area of the desktop Windows 8.1, click New, and then click shortcut

  Create a new shortcut

  

  3. in the shortcut location box, type the following command, and then click Next.

  Shutdown.exe/s/t 00

  Type the location of the shortcut

  

  4. in the name box, type Shutdown, and then click Finish.
  5. right click on the new shortcut on the desktop and then click Properties.

  There are no settings in the BIOS that affect the use of the power button.

  A few quick things you can try:

  (1) stop the reboot FI

  (2) remove the cables of l1/l2 (and any other if the chassis)

  (3) power to the top of the FI, that should come out of the reboot loop

  (4) you can connect the console and should be able to connect to the local-mgmt for a removal of the config.

  If the chances are less, but can you make sure both FIs perform the same UCSM and firmware of the switch?

  2. are you able to boot to the desktop in normal mode?

  Method 1:

  If you are not able to boot into normal mode, then I suggest you to start in safe mode and perform the clean boot.

  Method 2:

  I also suggest you to disconnect all external devices and then try to start.
