Have installed and run Spybot Search & Destroy 1.6.2 and it detects a problem of registry in the following location: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc\Start (no) W = 2

After Spybot 'remove' the issue, Security Center still turn.

What to do next?

services.msc

in the search box and press on enter.

Scroll to Security Center, right-click, and click Start.

    I tried all the three methods, but sorry, none of them solved the problem. The last and the best thing I've done is to repair windows by using the installation CD.

    I get a flag at the bottom right of the desktop view saying that Windows Security Center is not enabled.     This problem may occur if the Security Center service is not configured to run under the Local Service account, but the dependent services are configured to run under the Local Service account.

    Note: The following can be used for Windows Vista and Windows 7.

    Method 1: To resolve this problem, make sure that the Security Center Service and all its dependencies are configured to run under the Local Service account. Set the center of security and its dependencies services to run under the Local Service account.

    a. Click Start, type services.msc and press to enter.

    b. double-click Security Center, click on tab log .

    c. Select "this account" click on the Browse button, type Local Service and click ok.

    d. type the password and confirm the password and click ok.

    If the computer really is malware-free, then make sure that the Security Center service is running.
    Start > Search > type: services
    When Services appears in the above results, right-click and choose "Run as Administrator". Provide the password/OK for UAC and Services open up high. Scroll down to the Windows Security Center and it is is not running double-click to launch it.

    If this does not work, you can try to repair the system files with the System File Checker. Start a command prompt in the same way that you did Services exception type: cmd
