Update Error 80070002, troubleshooting does not...

Hi, guys. Like many here, I had problems installing updates on my laptop Vista Home Basic 32 bit.

Things I've tried:

~ Stop Windows Update services and removing the temp update files
~ System Update Readiness Tool (it failed, saying that "update for Windows (KB947821) was not installed.')
~ The Microsoft FixIt tool (also failed because he said he didn't have permission to stop a BITS service. Strange, because I am the administrator on this computer.)

Is there anything else I can do short to wipe the phone clean? I would like to be sure, I've exhausted all my options before doing this...
