Upgrade to 8.1 Windows blocked by the system administrator?

I'm trying to update to 10 Windows in Windows 8. Understand that first I need to update Windows 8.1.When I click on upgrade of Windows box 8.1 in the store, it comes with the message that it has been blocked by the system administrator.  I am the only admin on our system at home.  What can I do?

    If you forget the administrator password, and you do not have a password reset disk or another administrator account, you will not be able to reset the password.     If you are uncomfortable with the head on registry:

    Method 1:

    Try to run the program as administrator and check if it helps.

    Method 2:

    Give all the permissions on your user account and check if it helps.

    Follow the steps to give all permissions:

    Thank you for your response. However I can't find the "local security policy" in administrative tools. Not sure if it's because of Vista.

    However I managed to the second drive yesterday after many many attempts. It seemed to work when I changed the AutoPlay settings to open the folder and view the files. I have no idea why, but he was able to read the disc in this way, after a few attempts.

    Windows Setup does not load in safe mode, that's why you get the error probably. Why are you installing in safe mode? Why not normal mode?
