  If Windows 7 came on the computer on which it is then the answer is no. Access you this by pressing a button that appears briefly at the beginning of the boot process.  If you have reformatted the drive c: partition only you might be OK and can get by using this recovery partition.  Otherwise, if you reformatted all the hard drive, then your only alternative is to get a Windows installation CD, boot from this CD and reinstall Windows.   Contact your computer manufacturer for advice.
