Vista SP1 not only installation and no error message

I have a new hard drive and a new install of Vista Home Premium 32 bit. I get an advisory update for SP1. It's a 1.9 MB and after installation it says properly installed yet SP1 is not. The guard update reappear. Any suggestions? Starnge because it's a brand new facility
