VM performance (memory)... Could it happen?

So we have a web/application server we put 8GB of RAM for. It runs Windows 2008 R2. People have been complaining that memory is pegging or 90% of use so I'm going on the VI client go to the performance tab and check memory and chose the week and then select the % of use. Well use % has an average of 9% with a maximum of 26%. I received a page from the operating system task manager invited memory being attached to 99%.

What I'm missing here? Is VMware misrepresentation something or I don't mean to the extent of the right?

    We run to W7 pro the other W7 Home premium. What they have in common, is that they have both run Posers Firefly, FFR renderer on the network. Either you let ask rendered your image or you ask the other machine to do. Anyway. I got this program for a while that an everything worked smoothly until a Saturday two weeks ago. Just after the last batch of updates. The two machine comes with an application when rendering error. "The memory could not be written.
