  Bob, I, personally, would eliminate the settings to see if that helps.  When you do this it can give you a clue to the other program involved.  The worst that can happen is that you need to reinstall the other program.

  Something that you have running in the background is a failure. Autour Googling shows a person who installed XP Style and that was causing the problem. Other links show people with the problem but no solution. So if you have not installed the XP Style, you will need to do some systematic troubleshooting.

  If the Toshiba start screen does not appear then that would mean that the laptop didn't pass the POST (power on self test) and that would mean that a serious hardware problem has been detected.

  As far as I know there is that only one option is supported by the BIOS (last option called USB memory)
