  I had the same experience w / my T400.  It seems that Win 7 is an application (outside of the OS) to display the image of the camera.

  You may notice some unknown devices in the Manager of devices or yellow exclamation? Maybe you didn't install the driver for the webcam. I put t know what Satellite A200 you exactly because the Web from Toshiba site shows different models A200 but normally you can download the driver you need on the Toshiba page:
