I am sure that the fingerprint scanner software caused this to your laptop.
Start the software of fingerprint on your laptop and uncheck an option that says something like this:
"Replace Windows logon with the connection protected from fingerprints.I don't own a laptop with fingerprint software, so I'm not sure of the name of this security tool. It could be something like "Protector Suite QL' which will also show up as an icon in the systray. 'Start Control Center', 'Settings', 'System Settings', 'Enable Fast Switching Support user' must be the correct procedure to go.
Once you have done this, your laptop should boot normally

Hello
In order to disable the Welcome screen, please scroll to the end of the home screen, you'll find a checkbox that says: do not show welcome screen even once
Please check only the box and that should turn off the Welcome screen from popping up, whenever you open the application.

I downloaded Acrobat DC, extract the MSI file and used the wizard of customization to delete the shortcut on the desktop, disable updates and accept the EULA. I have configured the group policy to set the following registry keys (among others):

bShowWelcomeScreen
REG_DWORD

as shown: light http://www.adobe.com/devnet-docs/acrobatetk/tools/PrefRef/Windows/AVGeneral.html?zoom_high = welcome #idkeyname_1_4934light http://www.adobe.com/devnet-docs/acrobatetk/tools/PrefRef/Windows/AVGeneral.html?zoom_high = welcome #idkeyname_1_4934

I have also downloaded Acrobat 2015 and used the same process, but used the registry:
HKLM\Software\Policies\Adobe\Acrobat Reader\2015\FeatureLockDown\cWelcomeScreen

and it still seems.
is there a way to disable the Welcome screen that is displayed?

Hello
It is not easy to say why this happen here. I recommend you to visit the FAQ section of the official website of Microsoft. Maybe you will find something interesting.
I heard that IE 7.0 has own firewall and it is possible that there are some conflicts with the firewall of Windows XP Home edition. Check it out and try to disable the firewall of Windows XP Home edition to see if the operating system boots faster.
