  You can catch and move the Options bar by clicking on the left end of it.  Place it where you want and use the window > Workspace > new workspace and save wit a meaningful name.   Chose a different workspace and then, put back bring back in the standard layout

  I'm not clear on what you're trying to accomplish, but it seems that you are referring to the effects obtained by using the Position and scale of the effects. To see whether these effects will meet your needs, follow these steps:

  1. Add a clip to the timeline.
  2. Select this element of the track
  3. Put the effect controls panel to the front.
  4. Whirlpool open section of the Motion.
  5. Adjust the parameters of Position and scale and look at what is happening in the program monitor.
