What is 32\TAP.dll and why it is popping up when I open or try to close

I have windows vista and when I try to reboot I get this window (C:\Windows\system32\TAP132.dll is not designed to run on Windows or it contains an error.  try to install the program by using the original installation media or contact your system or software support provider administrator.)   My computer is four years old and I had windows vista on my HP when I bought it.  I've installed since then and only has not to install this thing they say wasn't supposed to run on Windows.  It has changed how my computer works and is causing problems.  the Geek squad wants so much money I might as well get a new computer.  Someone out there has information about this problem and can you help me please.   Thank you
