What O.S. will have access to 8 GB of RAM on an IBM Z - Pro with two Xeon processors

Hello everyone and thanks for looking. I have an old IBM Z - Pro with Dual Xeon 3.06 gHz processors. The owner's manual says that the machine will hold 8 GB of RAM. This is a SM 6221.
What Microsoft OS will allow me to have access to this memory? I don't know if it's a 64-bit computer. I don't think so.

Vista 64 x is able to read up to 16 GB of RAM and
Windows 7 64 x is able to read a huge 128 GB of RAM.
