When I try to open a downloaded item, I click it and nothing happens.
This just started to happen.

Start Firefox in Mode safe to check if one of the extensions (Firefox/tools > Modules > Extensions) or if hardware acceleration is the cause of the problem (switch to the DEFAULT theme: Firefox/tools > Modules > appearance).

When I clicked on 'Download now', 'save' and 'run' on consistent pop ups nothing happen, although there was a security warning, but I was able to download programs, I tried with this warning without fail. (I'm in Australia).

It has nothing to do with where you live. You are on a 32-bit system and LR CC is only available in 64-bit, so CC provides the previous version. It is that easy. You can read the system requirements and then act accordingly.
