When I place a 12-inch layer paper he does not any layer

It looks like a miniature in the center of the layer with the thing of the area around him... tried to look everywhere for the answer I hope someone can help me here. And I put on paper 12 x 12 or 3600x3600px. Thank you in advance.HELP.png

Inches don't mean anything inside of Photoshop, it's just a setting for printing.

All that matters is pixels. If you created a document in 12 x 12 inches, you also need to set a resolution (72 dpi?). Several of these numbers to get your pixel dimensions.

The file you place then check it's pixel dimensions, you will find that the document can be also 12 x 12 inches, but in a radically different resolution (600 dpi?), which means that it contains fewer pixels, so does not meet in the same space.
