When I send or receive an email

When I send or receive an email they go or come in multiples of 4. When I check the accounts there are 4 POP3 as well.

You use Windows Mail? If the same account is 4 times, you will send and receive 4 times. Remove the three of them.

    When you receive an attachment in PDF form by mail on an iPad or an iPhone, please be sure to use the feature of "open in" iOS to open it in Acrobat Reader for iOS (instead of using an extract from Apple Mail).  Because an extract from Apple Mail does not display the form data.

    That said, this account has ever worked? I use Cox on the West Coast and I use port 110 for the outgoing. Port 25 for incoming. And SSL is not checked here.

    ISPS don't like people using their networks to forward mail from other networks.  The symptoms you describe are usually the result of not properly is authenticating with the outgoing server or the use of a non encrypted SMTP connection (that is, port 25 instead of 587 or 465 or whatever your email port provider requires for encryption).
