Cloud programs don't use serial... numbers you, connect you to your cloud account paying to download & install & activate... you may need to sign out of the cloud and restart your computer and log into the cloud for things to work

I changed my computer and am trying to re - install PS elements 13.0 on Windows 10. When I type my license serial number, Adobe responds "he does not recognize this serial number. When I go to the serial number recovery service, first of all it tells me it is not a product registered with my name and when I type the serial number for the old serial numbers, the system responds to that serial number is alredady registered and cannot be registered twice. What needs to be done to get out of this problem of serial number? Thank you.

to check this, you should take a look at the Adobe database to see what is stored/recorded on your accounts. You will find general information on your account Adobe https://accounts.adobe.com/> see My productsView all the > these products are associated with your Adobe ID > name > serial number.
