  It seems that your Windows XP is preinstalled on your computer.  If this is the case, you should be able to return to the manufacturer of the computer for request restore media/install disk.  They may charge you a fee according to the manufacturer.

  Click on the Start button and type capture in the search box menu star. The cutting tool application should appear at the top of the search results.

  As the cutting tool is an integral part of Windows, you might have to reinstall windows to return to the tool. Assuming, of course, you had accidentally deleted.

  Windows XP Media Center is available for OEM only and if you don't have a motherboard the OEM valid, it will not activate.

  The only option would be to get a newer version of Windows if your system supports or get an OEM motherboard (HP) that you can use the recovery on.

My current Vista was preinstalled on the Toshiba laptop that I bought two years ago. I need an another copy that's because I had internet for about a year since the purchase date, but due to various updates automatic, something was wrong and I cosntantly see 'Unidentified network' and 'Local only' when I instert test Ethernet cable into my machine. I lost too much time looking, and it was enough to realize that the only real solution would be to install Vista Home Premium 64-bit in its fresh form (before SP1), when the internet worked.   I had some problems with my laptop (Lenovo Thinkpad - still under warranty) and decided to format the hard drive and reinstall the OS.
