Why can't start my computer in safe mode to do a system restore?

When I try to go to eyetem restore in safe mode, it will not go. I think I get

    So I ran computer more secure mood.
    When I tried to clean the boot. I noticed only with safe mode even if the clean boot dialog box appeared options such as ok or cancel orders are not visible or they are absent (or damaged). Here, because I couldn't do the clean boot function properly.
    And I always get that previously mentioned his pop-up at random.
