Why my messages no longer send on my iPad pro?

I used to be able to send messages from my iPad pro and now he tries and then returns a red exclamation point and said my messages has not been handed over. If I send it to my phone, it appears on my iPad, but will not let me answer it. I'm on the latest iPad pro update and did a hard reset, but it will not solve the problem. Any other suggestions?

    I think you will be ok with decommissioning, just to ensure that you are using a version authorized by apple as shown above. At times, Apple suggested that downgrade you when a clearance blocked phone calls on some iphones.  Sometimes in the past, employees of the apple stores would help you downgrade.  Ask.

    There is no automatic expiry of sent files coming. If you want to prevent to be downloaded, you can cancel them at any time.

    You get an error message? You try to send photos through iMessage (blue) or MMS (green)? For iMessage, you must have a data of activation, either WiFi or cellular connection. For MMS, you must have an active cellular data connection. You have MMS enabled in settings > Messages?
