Why the hourglass and "does not ' in the header? I am unable to work with my photos

I get the hourglass and "unresponsive" all the time when I try to copy/transfer my pictures on a disc.  I get another place too, but not as much.  Help, please! I am very frustrated and proclamations on the point to get rid of my computer...
