I'm on Win 7 Home Premium SP 1. Recently, after an upgrade to the 2013 version of Kaspersky Internet Security I was doing backups and all clearing system errors. Only the one on the left is "Security Center is not enabled" If you go in the center of the action and click Start, it doesn't do anything. Typing in 'services' and selecting 'security Center' then right-click on it and select 'Start', I get an error of "Impossible to dΘmarrer Security Center on specific computer" "specific module 126 error code is not found. Clicking on give WSCSVC properties and it is set to the delayed start. By clicking on start gives me the same answer. Off Kaspersky and restarted but still the same results.

Thank you.When a Service has a 4 start type in the registry, it means that the Service is disabled.
Spybot has detected and and earns you an information (not necessarily an error) message that your XP Service Security Center is disabled. In most cases, it would be active and running.
Spybot (or other applications) cannot say if you did it on purpose, or some malicious software has done to/for you, then it will give you an option to ignore or try to fix it.
Unless you disabled the Service yourself on purpose or installed some type of security software on your system replacement to replace the XP version, I think that the Security Center Service could be running.
XP Security Center is not incompatible with Spybot, so I'd be suspicious of the informative message (not necessarily an error message) and understand what is happening.
Some things that you may have installed to disable some Security Services XP for you, you may have a malware infection, or the Service might just be disabled and you will need to enable it, start it, and set it to auto-start.
I do not think that things in the article 313222 is the starting point, but I'm not a technical support engineer.

I am using windows 7 ultimate in my laptop, but whenever I try to open the security service windows to open action center located on the menu to the Quick Launch bar, it generates an error message stating:
"Could not start the windows Security Center service.No error number.You can try the steps below and check if the problem is resolved.

- You did changes to the computer before this problem started?
- You have a third-party security software installed on the computer
Step 1
First of all, check if the Security Center service is set to automatic and started. To do this follow the steps below:
a. Click Start.
b in the start search box type services.msc and press to enter.
(c) in the services window, do scroll down to Security Center.
d. right-click on it and click Properties.
e. check if the startup type is set to automatic, otherwise it is set to automatic.
f. click on the Start button, this will start the Security Center service.
g. click on apply and Ok.
Check if you can enable the Security Center.
Step 2
If the problem persists, you can also try to temporarily disable third-party security software on the computer and try to check if you can enable the Security Center. If you are able to start, you can contact the manufacturer of security software and check if you need to change the settings. Later, re-enable the security software.

Cannot open the Windows Security Center, nor what I can turn Windows Defender
Whenever I try to open the Windows Security Center, I always get the same error message "The Security Center Service does not start. Evreytime I try to activate Windows Defender, I get the error "Defander Windows is disabled by group policy"
I've tried everything I can think of and nothing works. ALSO when I try to delete a file of 50% of the time that I get the message that it requires an Administrative authorization, so I click and give permision, drunk, then when I try again to delete the file, I get the same message, that it requires an administrative authorization.
He this maybe an a glich error, or is it because my computer is a HP Compaq and ALL settings constantly kkeps change on me no matter what I do.

You should try the following steps:
- Manually start the Security Center Service
Click Start, click Run, type "services.msc". Scroll down and double-click Security Center. Set starts off in automatic. Click on 'start. Restart your computer and check if it is running.
- Manually launch the .exe
Right click and "run as Administrator" on C:\Program Files\Windows Defender\MSASCui.exe
- Registry
Look for the value DisableAntiSpyware at:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows Defender and delete who appreciate, but make a backup first.
- Make sure you have a file named "wscui.cpl" in the Windows\system32 folder. If so, try to start, if not, you can copy it from another PC.
Perhaps all this steps work for you.
