Windows Security Center tells me that it is disable

Hello my windows Security Center keeps telling me that it is turn on and when I try to open it, a window keeps popping up telling me to windows Security Center cannot open my usual antivirus finds anything and also I tried to restore safe much earlier but it wont let me because my windows security system is out of service
