Win 7 - I am administrator but some applications that I'm not?

I have had a Toshiba C660 for a couple of years now and have found that some things are blocked for me, as the face recognition software, even if I'm the only one registered user and I have all administrator privileges.

When I try to open this software, it appears with a message saying that I don't have permission to perform this task and to contact my administrator. I can't open the webcam app and use it in other applications, such as Skype.

Does anyone know how I can reset it and fix it or work around it?

Really logged as administrator?
I mean that there is an administrator in the Win 7 OS account.
You can enable it using the procedure:

You must start the console CMD (DOS-like black box) in run type CMD
Then new window will open.
Here you have to type the following command.

+ net user administrator / active: yes +.

Usually, you should see a message that the command completed successfully. Logout now and you will now see the administrator account.
You can use it to connect to the system as a real administrator
