  No, it can come from the store.  The people responsible for that decision no longer work for Microsoft, and the next update after a (Windows 8.1 update 1) occur via the normal Windows Update System (be it in the control panel or the KB downloads).  I expect that the next fall updated to be the same.

  You can try to correct the mistakes of 0 x 80040004 of Windows Live Essentials by deleting the Windows Live folder and the temp folder in appdata or application. You will need to do it in safe mode. Once it is uninstalled, then reboot in normal mode and reinstall Windows Live Essentials for Windows XP.

  This happens when the automatic updates downloaded updates, but not all updates to date you have requested or for automatic download.

  So we need to know why this is happening every time, most likely because updates have downloaded have not managed to install and that's why stop you of updates install at shutdown.
