  This is true with mine when I use the button expanded, so I preferred just by dragging the sides of the windows in full screen. To maximize transparency was no longer there.   Right-click on a free space of the desktop > personalize > windows color and appearance...
  If you are currently on Aero, click on some open for more option color classic appearance properties > under colors, select Windows Vista Basic > wait > OK when finished.

It would be about a 1.5 inch rectangle which would include information on the program, or even what was the program.   I activated Windows Areo turned off Windows Vista Basic, mouse works great. Go to appearance & Personalazation, custom colors, open classic for more color, click Windows Areo turned off, Windows Vista Basic, apply.    Hope I got this right.   Aero - Windows 7 - How to troubleshoot problems with Aero

  (1) first of all, click on the Start button and type in Aero. Now, click on find and fix problems with transparency and other Visual effects of link.

  It's probably because games are running in low resolution.  There are a few things you could do on your screen and specific games.
