Windows Defender blocks all downloads

Hi I have a problem with Windows Defender.

When I use Internet Explorer to download files, they are automatically removed, and I get this message "_ contained a virus and was eliminated" this happens for all downloads including safe as downloads from Microsoft.com or home Web site.

I tried to adjust my internet security options and settings of the firewall, and he did not make a difference.

I want to uninstall defender to stop this problem but the Defender does not allow me access.

If I try to open the Defender I get this message Explorer.EXE;  Windows cannot access the specified device, path or file. You can not have the appropriate permissions to access the item. This message is funny because I'm trying to access the defender in my account, which is Admin, and I'm also clicking Run as admin.

If anyone has any useful advice as to how I could remove defender or be able to download in the Explorer again, it would be more useful.

WD which comes pre-installed in Windows 7 by default can not be uninstalled. It cannot be disabled/disabled. It usually turned off automatically during the installation of most AV/AS software (including the MSE) to avoid conflicts with two motors "real-time protection" running at the same time.
That said, what AV software is installed?

According to the guidelines of the changelogtool, the most recent and current generation (201) released June 3, includes the: "reparations for NTFS symbolic links placed by ZeroAccess on Windows Defender and Microsoft Security Essentials.     Over the past two days, whenever I connect, windows defender appears and says it blocked a commissioning program. So I open windows defender and choose "show or remove blocked startup programs" I assume that the program that is blocked is showing on the screen.     Here is some information about dlg.exe; http://www.processlibrary.com/directory/files/dlg.  Here's more information:http://forums.avanquestusa.com/aq/archive/index.php/t-4477.html.  As you can see, the creators of this program are known to have made Spyware in the past and that is probably why it is blocked.

    How did you get this program and why do you have this program?  It seems to me that it does not offer much that you can't with programs that cause fewer problems (if necessary at all).  I checked the site web avanquest and this program is not listed: http://www.avanquest.com/.  I also checked Phone Tools of BVRP (whose dlg.exe is supposed to be a part of):http://download.cnet.com/BVRP-Mobile-Phone-Tools/3000-2349_4-93370.html , but that seemed for mobile phones and brought him back to avanquest.  I could not find any information on the product (in addition, Tools of BVRP Phone does not list itself as compatible with Vista).

    If I were you, I would delete/uninstall this program.  It's not like you use (it is blocked) and you don't mention the functions you can perform you want to run, because he's not here.  Go to start / Control Panel / programs and features and see if you can find it under the names above, then right click on it and click on uninstall.

    Whenever I stop my laptop computer Windows Defender goes all out alone the next time that I reboot. Anyone have any idea why this is happening? If so how can I solve this problem?

    I'm pretty sure I'm free malware that I ran a few different products on my machine.
    AVG free edition & Norton Internet Security 2009 to name a few (they are both up-to-date.)

    I went to Services and restarted the service of Windows defender from there, and that seems to have solved the problem. I rebooted my system a couple of times and Windows defender is turned on. still good thnx

    I use Windows 8 on Dell XPS 12 convertible.

    I have a virus that blocks access to my files SYSTEM, Windows Defender and perhaps even of Windows Support. For some reason when I give permission from Windows to check my system for my product key and ID it cannot access. Malware bytes and AVG nothing found. Malware, I ran in safe mode. AVG was not available in the save mode. Defender does not open. IE and Windows explore are constantly stop and error too.

    My system is Vista Home Premium, service pack 1, the last I did change is the change in language. This week, I removed a very boring task bar called Babylon, who appears out of nowhere, from my computer which also seemed like malware to me. All traces of it were gone. What to do next.     It seems that malware has badly edited the system files. Fresh formatting will be the best procedure, but you can follow the instructions if you want to format it now & solve the problem by repairing OS platform below.

    1. open the command prompt (make a right click on it & "Run as Administrator").

    2. type sfc/scannow & then press ENTER.

    (the command will restore all the files system protected Windows in its original version)

    3 then he will ask the Windows startup disk, so insert & allow the time to complete the scan.

    4. once the command/scanning is finished check that your problem exists or not.

    I can't update "windows" or "windows defender". Followed the steps described by Microsoft help, tried to download manually, have asked Microsoft to help (no response yet) these first two things didn't work.     I tried to defrag my computer, and I can't do it either. I get a grey screen and if I click on anylise or defragment, it does nothing, no error message or anything else. Tried to manually defragment Traore does not work, tried to load a defrag on the web program, wouldn't let me load it.
    Nobody knows what happens here? why I'm having these problems all of a sudden? I do nothing but send E-mails and read my emails and I do not browse the internet or enter sites that are safer. So, what can I do? How to make everything return to normal? can someone help me with this?

    I would recommend that we run a SFC (System File Checker) first scan to see what he finds. Try this:
