I take good care of my computers with a little help from my friend IT.   Yes, the malware can do exactly what you described: stop a program being removed from malware and it is impossible to run it again.

  The problem is probably caused by a rootkit , which is very difficult, if not impossible to remove.  Someone with lots of experience of malware removal might be able to fix it, but the only solution is to back up your data files, reformat the drive and reinstall Windows.

  I wish I could give you better news.  :-(
