My windows defender id down and I cannot get it to turn on. I get error 0x800705b4. How can I solve this problem? Help, please. Thank you

I am running Windows Vista Ultimate Pro and Windows Defender worked fine until Verizon has install me it is Backup Assistant. Now I can't get Windows Defender to start. I received an error 0x800705b4 initially, but now just keep we get an error 0x800106ba whenever I try to start. I went to the Internet for a solution and this is the one that I thought might work:

trying to turn on windows Defender (to set the start up programs) error message and defender will not open nor I can access the start up of the program list.
