Windows Defender is turned off (error: 0x800705b4 - timeout period)

Running Vista Home Premium (X 64) Svc Pk-2/AMD Athlon Dual-Core QL-62 2.00 GHz.

Cannot access the startup program control. The system indicates that Windows Defender is turned off, however, when I try to Turn It On, I get the error msg.

Checked the status of Windows Update and the indications are that all Windows Defender updates are processed without error, just impossible to start and

use Windows Defender.
