  Windows Security Center helps improve your computer's security by checking the status of several security essentials on your computer, including firewall settings, Windows automatic updating, anti-malware software settings.

  If Windows detects a problem with any of these security essentials (for example, if your antivirus program has expired), Center security displays a notification and places a Security Center icon in the notification area.

  I recommend you to download & install the antivirus or security software up-to-date so that it works correctly.

  ·         What is the operating system installed on the computer?

  This problem may occur if the Security Center service is not configured to run under the Local Service account, but the dependent services are configured to run under the Local Service account.

  Note: The following can be used for Windows Vista and Windows 7.

  Method 1: To resolve this problem, make sure that the Security Center Service and all its dependencies are configured to run under the Local Service account. Set the center of security and its dependencies services to run under the Local Service account.

  a. Click Start, type services.msc and press to enter.

  b. double-click Security Center, click on tab log .

  c. Select "this account" click on the Browse button, type Local Service and click ok.

  d. type the password and confirm the password and click ok.

  Method 2: You can run the Microsoft Safety Scanner for any infection by virus. Check out the following link to do the same thing.

" Click on the recommendations for suggested actions... [what I did without success, i.e. update.  «[I uninstalled, stop, rebooted and reinstalled and updated]»

  When I shoot to the top of MSE it says, "protection is enabled, and updated definitions.

  Windows Defender said: "Nothing detected" and "computer running normally."

  Before the uninstall and update, I ran System Mechanic from Iolo, who has done wonders for speed.

  When it comes to antivirus software, you want one and only one installed and running on your computer.  Two or more may come into conflict with eachother and degrade performance.  I advise you to uninstall Windows defender and use soley mse.

  also I strongly suggest that you avoid using "PC optimization" tools.  They can help a little, but they often do more harm than good.

  * Go to start > run and type: wbemtest > press enter
  * There, click on connect
  * In the field at the top, where it says "root\default", type root\SecurityCenter instead, and then click the button to connect.
  * At the bottom, click on the button "request... ".
  * In the query box, type: select * from AntivirusProduct and click on apply.
  * In there, select the entry with the guid {043803A3-4F86-4ef6-AFC5-F6E02A79969B} and click on remove below. Then close this window.
  * In the query box, type: select * from FirewallProduct and click on apply.
  * In there, select the entry with the guid {043803A3-4F86-4ef6-AFC5-F6E02A79969B} and click on remove below.

  This applies only to when you had installed Comodo. For other Antivirus and firewall, it will be a different guid.

  If the virus has been quarantined, it is contained and will eventually be deleted from the system. However, it can still appear on scans.  You can open the quarantine folder and select the file quarantined.  A button Delete is enabled.  You can then choose to remove the virus from your system completely.
