Windows Update - Error Codes 0000646 _ & program can't download definition updates

I use Vista & Windows updates have not been downloaded successfully since July 2009. They go through the download process, but do not succeed.  I have about 6 months of downloads that have not downloaded.  Ideas of how I can fix this problem and how can I download those without success 6 months?

    -Click on 'Delete files', then select "Delete all offline content" (the box), and then click OK. (If you had a LOT, it can take 2 to 10 minutes or more).
    -Once it's done, click OK, close Internet Explorer, open Internet Explorer.

    Well, took me a few hours and without the help of a person (TIP!), I've fixed it. Remove the live mail client account and re-apply / restore the account. Solves what seems to be a sync error. -19 October 2011

    It can't be my phone blocks since that worked.
