Windows update says I need to down load KB951847x86 when I check the update he say he has zero bits I hide but it's come back whenever my computer is started.

I have service pack 3 installed, all security updates are installed. I hide this update in windows update, always whenever I start computer it comes back. I've removed the download folder, I deselected Kb951847 and hide. I restarted and then automatic updates and it always comes back. I read were is not a major or necessary update. I read were can I get a newer version already installed. When I opened the update it says it is ready to download, but has bits 0, then: installation failure.

Step 2:

When you are prompted, click Open, and then click retrieve now.

Step 3:

Step 4:
In the Do you want to run the .NET Framework Setup Cleanup Utility? Message, click Yes.

This tool may be in English only, but it also works for other language versions of Windows.
 Step 5:
Click Yes to accept the license agreement.

Step 6:
In the window cleaning product, click on the dropdown menu, select remove all versions of .NET Frameworkand then click clean up now.

Note:

The cleaning tool does not remove the .NET Framework 2.0 in Windows Vista or later versions of Windows because the .NET Framework is installed as a component of the operating system.
Step 7:
After having removed the .NET Framework, redemarrer the computer

Download and install Net Framework 3.5 SP1 (this will also install the .NET Framework 2.0 SP2 and the .NET Framework 3.0 SP2)

    Problem solved. I uninstalled all the files of MS Visual Basic C++ on the computer and re-installed as needed. The update that I had a problem with installed without problem. Thanks for the help on this issue.
