  Here's how to: -.
  1-make sure you have intel network driver I installed your windows it pc. Download (on any other pc and transfer and install in it) and install it in your pc respective windows 8.   When I discovered that, in safe mode, everything was fine, that I started to disable any service that relates to networking. (As the Base and support Ip filtering engine, etc) This does not solve it so I decided to try the oppisite I started in safe mode with network and then loaded to the top of msconfig and any service that was not running in safe mode, I turned off. Thinking that I start one by one and find out what service was slowing downloads. When I booted in normal mode, the download speeds were still broken.

  So I continued then to disable services, I disabled all services which have to do with networking, and to enable windows.  (Things like the service that launches programs. Yes, any program that has not been opened I could not open.) Accordingly, I have concluded that it was not all services.

  This is a new installation, so I only installed firefox and flash. (no flash for the speed test) no anti-virus, etc.

  Here are a few screens of speed trials. These are actually kind of funny because the download is so fast that downloads.
