After restoring the Windows partition boot flag, I got:

kernel is missing or damaged.
I use Windows Server 2008 R2 installed on 70 GB primary partition & active with appropriate MBR. It is not the consumer - it is installed on the laptop. After the repair broken BCD (Windows 7 installation DVD, DVD server doesn't have this tool :() this problem.) I know that this (ntkrnlpa.exe) file does not exist, and it should not. System could not start any mode (even Safe Mode base).
The disc is perhaps the problem because PARAGON Hard Disk Manager 2011 has problems with the editing of this partition but it it sails well (as other tools). The files seems good. Also, CHKDSK has not found no serious problems such as bad sectors - it fixed only tiny problems.
What should I do?

EDIT: I GOT IT! Browsing the internet, I came across this answer:
Find a copy of rundll32.exe in the folder c:\windows\system32\dllcache or c:\windows\servicepackfiles\i386.
If you find it, go ahead and copy rundll32.exe in the c\windows\system32 of the system folder.Otherwise you need a windows disk to extend this fichier.* *.
I have dd a search on my computer for the file "rundll32.exe" and he came in two different folders on my hard drive. But it MUST be in c:\windows\system32 (file there lack of). I found the file in the folder dllcache as shown above, then simply copied and pasted in the system32 folder. And WALLAH! Problem solved and control panel and all the rest works just fine now! So simple! I hope it works for you, the people who are still struggling with this problem!

My son has a laptop HP Compaq Presario CQ70-220OEM, OS Vista Home Basic (32-bit) with service pack 1.

Record unauthorized access, after running Norton scan, I thought I have check the history would see what he had done recently
and I noticed that
C://Windows/system32/conhost.exe
C://Windows/system32/services.exe
Be the medium threat for "unauthorized access logged data.I was wondering what were these since the Conhost (which does not resemble a good name) appears more than once in the same thing.
Is that a threat or not? I know that Norton detects a lot of things unnceisary and why it would just log the problem and not do something if it was a threat.

Im not sure if I did, it's clear there was no threat in the scan (other than cookies) not detected that came from the history of safety.Virus and malware usually do their best to hide behind innocent names. You would never find a virus with a name such as "virus.exe", for obvious reasons. So, it is quite reasonable to assume that 'conhost' does not relate to a con-job. As far as I know, it is called by the shell, and the "con" refers to the "Console".
