XP error 1721 trying to remove program

I have a XP Pro machine that does not allow me to delete a program in Add/Remove, I tried to run microsoft fix for this but in safe mode, the program does not exist.

After a little research, here are a few things to try:
Re-register Windows Installer Service restart your computer and press the F8 key repeatedly as soon as you see the BIOS information on your screen. By pressing the F8 key gives you access to "Safe Mode" of your computer. Select "Safe Mode" and press "enter."
Log in as "Administrator". Click 'Start' and select 'run '. Type "cmd.exe" in the "Run" box and click on 'OK '. This action opens the DOS (command) command prompt.
Unregisters Windows Installer service by typing "msiexec/unregister" at the command prompt and press "enter." Immediately re-register Windows Installer by typing "msiexec/regserver" on the command line and press "enter." Type "Exit" to close out of the command line. You can now try to remove the program once more than "Add / Remove programs." System File Checker, click 'Start', select 'Run', type 'cmd.exe' and click on 'OK '. This will open a DOS (command) command prompt. Type "sfc/purgecache' at the command prompt, and press"enter. " At the next prompt, type "sfc/scannow", and press "enter." Type "Exit" to close the command prompt and once more attempt to remove the program of "Add / Remove programs." Hope this helps,

    Here's what I'd like to try then. The Windows Installer Cleanup utility is used to remove any stuborn programs. Perhaps that we have either an installation program failure, who left the installer of Windows in a "current state", to iTunes or another program has been partially installed and needs to have these deleted remnents before we can move forward with a new facility.

    3. type cmd.exe in the search box.
    4. press on Ctrl + Shift + Enter
    5. click on "run as Administrator".

    So, we finally found the problem.  Since I had the Windows preview window selected in my settings, when you try to remove any PDF, Windows is the thought that the file is open on a preview pane.  Once we cut the setting, I could delete the PDF file.

    I use a 2005 Dell Precision 670 with OS Microsoft XP Professional x 64 Edition Version 2003, Service Pack 2.

    I tried to update my version of ESRI ArcGIS Desktop v9.3 to v9.2, but in the process of uninstalling v9.2 there error/corruption (although at the time, I don't remember getting the error messages).

    Symptoms were: program icon not slot "start > programs" or less "C; "" / Program Files "C:/Program Files (x 86) or ' but the icon still appeared in the list of installed programs in"Add or remove programs ".

    Suggestions to be by ESRI:

    -Re-registration of the service Windows Installer - Ran fine, but the error still there.

    -Tried to repair the program from the installation disc, but it always seems to grind to a hault about 50-75% through the configuration of the repair procedure.

    -Tried to uninstall the program with the vision more recent ArcGIS Desktop but I still get the ERROR 1721.

    I was once in contact with the package vendor (ESRI) UK support team and they sent this problem at their headquarters in the States.

    I'm really at a lost as to how this can be fixed, because this program is what I use for my career! Help, please!

    This may be a day late and a dollar short, but there is a question we've seen recently with ArcGIS facilities.  There is a registry change to ArcGIS that limits the size of the regestry and NOTHING prevents installation once this limit is reached.

    Do the following reg key change:

    HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\RegistrySizeLimit

    Update the value ffffffff

    Restart the computer.

    Follow the suggestions below for a possible solution:

    Method 1: You can try to run add or remove program through the key to execution and check

    a. press the Windows key + R

    b. type appwiz.cpl and press on ENTRY.

    Method 2: You can try to re - register the msxml3.dll file and check.

    If the file is in the correct path to the right size, then try and re-save the file.

    a. click on Start

    b. click run

    c. type: regsvr32 msxml3.dll

    d. click enter

    e. restart your computer.

    Method 3: I suggest that scan you SFC [SFC system] on the computer that would be a system file corrupt on the computer search and replace.

    a. click Start, click run, type cmd in the Open box and then click OK.

    b. at the command prompt, type sfc/scannow, and then press ENTER.

    Note: Could you prompt to insert the Windows XP CD.
