  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode. Note that some viruses can hide from your normal antivirus program, so you really need to scan in Safe Mode.   My system has developed a strange (and annoying) issue that no longer allows me to double click on the shortcuts of programs or EXE files.  When I do, I give myself a menu asks me what program I want to use to open the file, as if I was trying to open a file with an extension that is not associated with.

  The only way to get all the programs to run more is to right click on the shortcut and select "Run as Administrator".

  Right click on the shortcut also reveals a new 'momentum' (Yes, spelled with one S tiny) option in the menu.  I have not tried it works, in my view, it could be related to some false recently-removed security software that appeared out of nowhere last night.

  Any help to remedy this situation and get back to normal functionality would be greatly appreciated.  Thanks in advance.

  If program shortcuts are not no longer works, you will need to use a procedure special difficulty fo files .lnk (similar to the one used above with .exe files).

  Go to http://www.mydigitallife.info/2008/06/22/reset-and-fix-broken-windows-vista-file-ext-and-type-associations-include-exe-com-sys-zip-lnk-folder-drive/ and select the .lnk and run it.  That should fix your shortcuts.  Or you can use the link provided above by Michael Murphy - it does essentially the same thing.
