  It is best done in things like the first or After Effects. the best you can do with the PS, is to put the clip into a smart object, then you can use move or transform keyframing to move the layer with your another clip. You need to add more keyframes to get to to move convincingly.

  I have a photo at the top of a page, I want to anchor in the first line of the text on this page, but the continuous text goes behind it.   The Journal is a program designed for a Tablet PC, where you use Pen Input to create handwritten notes. These notes can be converted to typewritten text.

  In the tool bar, select Insert / Text Box.
