I just added an ethernet cable from my modem and run the floor and attached to an airport express.

I feel that I cannot expand my wifi network at the bottom and have created a new network on the floor.

Now, these two areas have wifi under the 2 networks.

The issue I'm having, which is on my iphones/ipads that they do not pass the network stronger depending on my location

    FWIW here are some general recommendations for Wi - Fi problems, maybe one of them will help you.

    (1) perform a forced reboot: hold the Home and Sleep/Wake buttons simultaneously for about 15-20 seconds, until the Apple logo appears. Leave the device to reboot.

    This started to happen to me recently too, I have the iPad Pro for about a month. It may be the 9.3.1. Update. It's apparently only happening on my home network and my Netgear R7500 (the worst tech purchase I made) is notoriously bad on the network of 5 GHz because of the chip Quantenna barely supported, which was abandoned by Netgear, shortly after the release, and as soon as they could they have released a R7500v2 with another type of chip for the 5 GHz band.
