I fixed it myself without access to drive c and with finding my lost vista cd.  I partitioned a space on my 2nd hard drive were I have installed windows 7 rc that I could find. then I completely lost my vista at startup program but was finally able to access the c drive was I changed the owner and reset the permissions {sweet}, then I downloaded the vista startup and repair cd {freebie} rebooted from the cd, he fixed the restarted start menu and was able to see my vista who temporarily lost started it and I ended up controll full return it downloads updates etc. just as it has done before my vista nightmare now, everything has been left a hard drive #2 I copied everything that was on the vista partition and it moves on the drive c in its own new folder then reformatted the drive d {drive #2] which left me with a clean drive were I was able to bring back every thing and worked.} I ' m sure that there was probably an easier way, but being able to find my vista cd and have very limited access to my vista program there were no alternative short bought another operating system and lose everything that I already had on my computer. "  6 weeks waiting for a response time was bad enough

    1. what happens when you try to access the administrator account?

    2. you receive messages or error codes?

    3. did you of recent changes on the system?

    You can check if you can access the default Administrator account.

    a. click the Start button

    (b) in the Start Menu, click all programs Accessories followed

    c. in the menu accessories, right click on the option from the command line

    d. in the drop-down menu that appears, click on the option "Run as Administrator"

    e. If you have the User Account Control (UAC) enabled, you will be asked for permission before the opening of the command line. You simply press the button continue if you are the administrator or insert password etc.

    f. in the command prompt window, type the command net user administrator / Active: Yes and press ENTER.

    g. close the elevated command prompt.

    h. log (in the Start Menu) and you will see your new administrator integrated next to your current account.

    i. click the photo icon display built-in Administrator account and connect to it.

    If you activate the default Administrator account, and then try to create a new administrator account and check if it helps.

    Connect on any account admin-level (such as the account of your sister) and go to control panel > users.  From there, select your user account (so "Bob" or whatever you called it' and be upgraded to a level of admin.)

    Later, inside on behalf of Bob, you can go back to the same section of the control panel and remove the account from your sister if you want.

    The administrator account would be visible (in a normal chest) If you are using XP Pro. If you do not remember give 'Administrator' password try to connect without one. Once connected, you should be able to change the password of any account via the control panel - users.

    If you use XP Home then I'm not sure why watch administrator. Normally you can only connect as administrator in safe mode when you are using XP Home. Keep hitting F8 when starting up until you get the black and white menu that lets you select the mode safe upstairs down arrow. Select mode without failure, then log on as an administrator and change passwords if necessary.

    Once the passwords are changed, you might have to register them with your fingerprint recognition software.

    In order to disable the Access Manager follow the steps below:

    -Click on the Windows Logo + R on the keyboard.
    -In the control run, type inetcpl.cpl
    -It will open with the Internet Options window.
    -Click on the tab content on top.
    -Click the button disable.
    -Apply the settings and close the Internet Options window.

    That can disable the Access Manager.
