Programming within this limited user account, I can test the existence of a file in the "C:\Docs and Users\etc all..." to see that there are, but I can't open it to read.

  My advice would be to tap F8 and see if we can start in safe mode.

  If we can start in safe mode, then we can try a clean boot.
